What Does the Error PM700 Mean When I Try to Pay My AT&T Wireless Bill?

I am trying to pay my AT&T Wireless bill online, but I keep getting the following error:

PM700: We’re sorry, but we are experiencing a temporary system error that prevents us from processing your payment.

What does this mean?

AT&T’s web-based account management system displays this error when there is a problem processing your credit or debit card — in my case, I was inputting the wrong card verification number. Take a good look at all the information on your credit or debit card, and make sure that you have correctly entered every single piece of information into AT&T’s payment form.

I of course discovered this error while trying, and failing, to pay my own bill. I gave up on the web-based account manager, and called up AT&T to pay my bill over the phone with their automated system. This time around their phone payment system informed me that I was inputting the wrong card verification number. So sue me… I have my credit card information memorized, and confused one little digit. Anyway, I went back to AT&T’s website, entered the correct card verification number, and my transaction completed successfully.

I am not quite sure why AT&T’s system displays such a useless error message when a card transaction is rejected due to bad input. Any error message that a user sees should be easy to read, and clearly explain the situation. This one is the exact opposite, and so it causes a lot of confusion.
