Ever wonder what the speed of your Internet connection really is? The Broadband Speed tool from Internet Frog can answer that question for you. The Broadband Speed tool measures your connection’s strength, and plots it on a graph in relation to other types of services, ranging from the sloth-like 14.4 modem to the super fast T4.
Odds are you’ll find out that your download speed is much faster than your upload speed, and that’s normal. Download rate measures how fast you can get a file, while upload rate refers to the speed at which you can send data out. ISPs who advertise fast connections are usually only referring to download speeds, since most people spend their time online downloading web pages, e-mail, music, movies, and other such things.

That site requires Java runtime in order to work. I like the SpeakEasy test:

Using my closest city (Washington DC), I got 20.7MB download and 2MB upload.

Try speedtest.net. They have servers all over the world that you can test your speed against. That way you can see how your speed differs when you’re connecting to different parts of the world.
